welcome new Ubuntu user.  I'm not sure what you you are trying to install, but the deb command is not used to install, it's used to define a software source. you'll typically find that syntax inside the /etc/sources.list file

if you are trying to install something that was packaged as a deb file that you downloaded, you're most likely looking for gdebi or dpkg.  if the software you are looking for is in a repository ( that is configured for your system ) then you can use apt-get, synaptic or aptitude or software center to browse the available packages and install.

Thx Tim

I added the line in the source.list file (instead of wrongly launching it).

The I used aptitude update and aptitude install
