I purchased Web Easy professional 9, installed and it comes up with the error - Web easy application has stopped working.

Please boot into Normal Windows.
Click on Start.
Type in MSCONFIG and press Enter. This should open the System Configuration window.
Under the General tab, please check the Selective Startup radial button.
Uncheck the Load Startup Items option.
Click Apply/Close and restart your computer.

If the program still does not work, follow the same instructions, but instead of checking the Selective Startup radial, check the Diagnostic Startup radial and try launching the program after rebooting.

Just to confirm, so it did not open when selecting Selective Startup and disabling the Startup Items, correct?

If so, please follow the instructions below:

Open the MSCONFIG window once again.
Set the system to Normal Startup, if it is not already set. (You may have to reboot if this setting isn't set).
Click on the Startup tab and UNCHECK all of the items listed. (This is only to ensure that the conflict isn't a combination of a service and a startup).
Click on the Services tab, and check the Hide All Microsoft Services option.
Uncheck all of the remaining services. that are listed. Please make sure all of the Microsoft Services are hidden so that we do not disable any of those.
Click the APPLY/OK button. Once the system reboots, please try once again.

Just to explain what we are doing so far:

We have learned that it works with Diagnostic Startup, which is Windows with only core services loading.
I now wish to eliminate the Microsoft Services to see if it is a Microsoft Service, or another service that is causing the problem
The reason we disabled the startup items is because it may be a slight possibility that the conflict is a combination of a start up item as well as a service.

I do not feel comfortable asking you to disable any Microsoft Services. This can cause potential issues on the system.

What I would much rather do is this this on our systems here.
I will need you to do is provide me all of the Microsoft Services that you have on your system.

An easy way to find this is to first check the Hide Microsoft Services option and uncheck all of the Services that are displayed. Then, uncheck the Hide Microsoft Services option so that all of the services are displayed. At that point, can you please provide us with a list of all of the services.

Typing it all out may be a lot of work, so if an alternative method would be to take screen captures, so that we can see all of the Services running on your system.

I have tried to attached the screen shots showing the services that are running, not sure if it is worth anything but I have also tried to attach a log which I found when the issues started as well.

I did what you said with MSCONFIG, Diagnostic setup, restart and it worked. Then I typed the MSCONFIG with normal settings and everything is back to normal.
The moral of the story is not to use the Compact mode (Restore Down) button.

I tried a new user account but got same message, went back into msconfig using my admin access and selected diagnostic start-up and web easy started but it was the un-registered version, even though I have purchased the product.

Arthur, can you give me instructions to uninstall version 9 and check to see that no remaining version 8 files exist, so that I can re-install version 9 to see if it will work then.

This is beyond the joke.. Why cant web easy 9 open in windows 7? I just formatted my computer a day ago. Web easy 9 was running perfectly on vista before I formatted the comp. It runs on safe mode and on diagnositc startup. I tried Ray's attempt at fixing it and no good. It seems compact mode or window size has nothing to do with it. There must be a simple solution. Tech support??

I have seen that BitDefender prevents WebEasy 9 from launching. Yesterday, I downloaded a copy of BitDefender and encountered the same problem. I went into the Settings of BitDefender and added a "Allow Process" for the WebEasy.exe. Once I did this, the program functioned properly.

Arthur good call. I'm using BitDefender Antivirus 2012. But its basic. There is no settings in there for firewall. I allowed web easy in my firewall in the control panel. It still wouldn't open. Then I just turned off the firewall completely and it still wouldn't work. I don't know what I'm doing wrong.

It is not the Firewall, it is the actual antivirus portion itself.
As I am not support for BitDefender and not familiar with all of their versions, I do not know the step by step instructions for all their versions.

What I did was:

Click on the Settings icon on the top right of the program.
On the list of items on the left, select Antivirus.
Click on the Exclusions tab at the top.
Click on the Excluded Processes link/button.
Click the Add button.
Click Browse and locate the WebEasy executable file and select it.

I am sure if you contact their support team and tell them you need to add WebEasy.exe to their excluded processes, they will be able to provide you instructions for your specific versions.
